You don't need a static
IP, just a DNS, a dynamic DNS changes with dynamic IPs, you could use that. Or
you could use what brian reccomended:

If you just want users to trade their IP to play, at most you just need to add
an "IP" button on your game. But it'd be much better if you just have
a small server with a list of
name-IP
when they connect, they upload their IP and their unique server name. When they
disconect it's erased from the list. That doesn't require much, and again if
you just get a dynamic DNS (I know there are some free ones out there) you can
use any box connected through a normal conection (though again I don't think
it'd be recomendable in the long run). The other option is a shell.
