Anything downloaded from the US is subject to the same law. OTOH, a lot of the work on the open source versions of java are done outside the US and are not subject to US laws. Look around for a download site out side the US and see what you can find. For a long time the Kerberos code that you could down load from the US had a stub for the encryption function. The code and documentation contained the name of an ftp site in Europe where you could down load the real encryption code.
