IANAL either, but I'm quite sure you *can* - just like any other 
document. Most licenses seem to mention the text itself and it's 
terms of use. They're documents, usually several pages long, and 
someone's spent quite a bit of time and/or money (ie someone else's 
time) creating them. The whole point is to have something that's at 
least somewhat likely to hold up in court, should it come to that.

Organizations like the FSF and CC explicitly make their licenses 
available for use by anyone, free of charge, as a service to the 
public -  Free/Open Source legal documents, basically.

Oh, and I'd think twice before stealing anything from MS... If they 
sue, you lose, whether they have a case or not.
