What about Allegro? As far as DX7/8, it probably doesn't make much
difference which is used (anything after 3 pretty much works the same way,
AFAIK, and MS has done decent backwards-compatibility with DX). I think
that as a group project, something that can easily be ported between
platforms (Allegro) should be given more consideration than something that
works only for Windows. Unless, that is, everyone in the group uses
Windows. So, I ask, how many members are using different platforms? If we
know that everyone uses the same one, it could make things a lot easier; if
there are enough that use something else, we might consider writing
different OS-specific functions.

Oh, about .BMP format . . . I think that that is a good choice. Large file
size, but tiles are small anyway, and it's very easy to work with because
it is uncompressed.
