Aloha
         the suggestions to your idea seem like good 
         ones. I would be easy for you and others 
         leading if people sign up on their own. then 
         maybe if somebody is sending unrelated stuff
         frequently they can be asked to leave the 
         list or removed by the group moderator(s).

         The website would be a good place to let the
         people sign up.
