	Well, most popular does not mean it would be best to learn on.  To
learn on I have heard good things about djgpp.  One of the better things
is that it is free.
	Also if you are a student you can get a copy of visual C++ (the
name 'visual' is just a marketing ploy) standard edition for something
like $50 (as cheap as a game and significantly cooler).  
	Many game developers use Visual C++ 6.0, although as previously
stated that does not mean much when you are learning.
