I think C++ is the best programming language. Before you learn to program games you must be able to code and know and understand C++. Dos is DEAD. Do not learn to program games in Dos. DirectX is (in my opinion) the best way to program games. Start by buying the book "Windows Game Programming for Dummies" by Andre LaMothe. It comes with an excellent game engine and is the book I used to become familiar with programming games. A game engine isn't really some kind of engine it's actually just a collection of functions or methods to do a bunch of stuff for you like setting up the video mode and displaying bitmaps on the screen. After reading this book assuming you understand it you will be able to program games such as Asteroids, Super Mario, Tetris, Pacman, and other such 2D games.
