try using a bounce or bnc. you can mask your ip and its really cheap...i
figure you can find a way to use this to your advantage. do you have a pc at
home? here at work we have hotmail and yahoo blocked so when i need to
utilize these emails services i pcAnywhere to my house and use my home pc
from here...just some ideas for you to work with

Hi guys (& gals ,if any),
    I have a problem.I access the internet through the proxy server of the
Institute in which I study.Here ,all access to the gaming sites have been
blocked.(The block does not work except the explicit occurrence of the
word 'games').Hence ,I cannot access the games subdirectory of
x2ftp.(Which I heard is the best place for game programming material)
      Also www.linuxgames.com & related sites are blocked.
      So can anybody help me? I need to know about some site which
provides site emailing services.If you know none,can somebody email me the
whole directory tree, and later, some file I may want to see? Pleeeeeeease?
