Detecting S-Video output in Videocard?

Is there any Windows API or DirectX call to find
whether a video card support S-Video output?

Also,those Video card outputs the entire desktop to
S-Video output. Is there any way to output only a
particular window or a Directdraw surface to S-Video
output?
