Not necessarily. I think that developing on a high end machine would be best because compile/render times will be lower. This is ofcourse on the condition that it is tested to run to the lowest common denominator, or slowest machine that you would want it to run on.

But I guess, that the best game developer platform isn't the one that offers
the most performance. It should be a mid-range system. Developing games for/on
high-range systems may limit their acceptance in the low-range PC market,
because they may run too slow.
