Nope but the Dreamcast is easy to write for. While you don't get access to
Shinobi with out a license you can still write the game using DirectX 6.1
and port it to Windows CE.

for dos, you have an opengl driver. remind it, and 3DFX drivers. it isn't
for all cards, yes, but he's exist.
