3D art to 2D art

Is it possible to build a 3D model and then animate it as if it were 2D.
What I am interested in, is creating a figure in say Poser, Animating it,
but coloring it as if it were only a 2D figure like a cartoon.  Is there any
3d program that will allow you to do this?
